日本国政府の政策としての「留学生30 万人計画」
The Japanese Government’s “300,000 International Students Plan” Policy
日本政府は、「日本をより開かれた国とし、アジア、世界との間のヒト、モノ、カネ、情報の流れを拡大する
「グローバル戦略」を展開する一環として、2020 年を目途に留学生受入れ30 万人を目指す。」と、
『留学生30 万人計画』(文部科学省・外務省・法務省・厚生労働省・経済産業省・国土交通省)に
謳っています。そしてそのための具体的な方策として、「入学、入国の入り口の改善」や、
「受入れ環境づくり」などを進める、としています。
この政策の背景にあるのは、
「少子高齢化の中で、日本の発展に寄与してくれる優秀な海外の人材を獲得したい」という思いや、
「海外からの留学生が我が国で働いたり、消費したりすることが経済のプラスに働く」
また、「受入れの努力を通じて国の外部に日本ファンを増やす」など、
様々なプラス面が期待されているようです。
The Japanese government has launched a “Global Strategy” to make Japan a more open country
and expand the flow of people, goods, money, and information
between Japan and the rest of the world.
As a core part of this strategy,
the government set a goal to host 300,000 international students by 2020.
This ambitious target is outlined in the “300,000 International Students Plan,”
a joint initiative involving the Ministry of Education, Culture, Sports, Science and Technology,
and several other key ministries.
Specific measures within this plan include improving admission and
immigration processes(the ‘entry points’)
and actively creating a more welcoming environment
for international students.
The primary rationale behind this major policy shift is the expectation of numerous benefits:
- Securing Global Talent
To attract highly skilled international professionals
who can contribute to Japan’s development,
especially given the challenges of a declining and aging population. - Economic Impact
The presence of international students is expected to boost the economy
through their consumption and participation in the workforce. - Soft Power and Cultural Exchange
The government seeks to increase the number of “Japan fans” globally by providing students
with a positive and supportive experience.
留学生受入れが身近にもたらす効果
The Positive Impact of International Students on Our Community
私自身、元留学生として18 歳から23 歳までをアメリカで暮らしました。
日本の公立高校卒業後、
アメリカ東海岸ノースキャロライナ州の小さな大学に入学したのですが、
英語での授業に大変苦労し、１学期目が終了した時点で退学の警告を受けてしまいました。
次の学期にギリギリの成績で退学を免れた私は、その後転校を重ねて
５年後にカリフォルニア大学ロサンゼルス校(UCLA)の経済学部を卒業することができましたが、
５年間の留学生活は快適とは程遠い険しい道程でした。
しかし、この５年間の留学生活は、私にかけがえのない多くの学びの機会を与えてくれました。
その経験から私は、「留学と言う選択肢を日本から無くしてはいけない。」と考えています。
しかし卒業を目指して渡航する学位取得留学には費用も時間もかかり、
また険しい道程をゴールである卒業まで数年かけて歩き通すことができるかどうか、
というリスクも伴います。
「異文化の存在に触れる」ことは多くの人にとって様々な発見の機会になると思います。
自分と異なった物の考え方や価値観が存在する。
人は違っていて当たり前、でも、人は違っていても友達になることができる。
私はこれを多くの人たちに体験して欲しいと思っています。
また、これらの体験を通して、自分なりの異文化とのつきあい方を身につけることは、
企業等から求める人材のトップとして挙げられている
「コミュニケーション能力の高い人材」に近づくための有効な道程だと思います。
「海外からの留学生の受入れ」を、こういった観点から有意義な機会だと考えていただければ
大変嬉しく思います。
受け入れてくださる学校はもとより、ホームステイのご家族、そして地域の皆様には、
様々なご苦労をおかけすることになるものと思いますが、
どうぞこの機会を前向きにご活用いただき、
来日する留学生と一緒に素晴らしい思い出に富む時間としてください。
滞在をより良いものにするためにお役に立てることがあれば、当協会の担当者に何なりとご連絡ください。
日本に興味を持っている異文化の若者が、大きな期待と不安をスーツケースに詰め込んでやって参ります。

Our Commitment: A Message from a Former International Student
I myself lived in the United States from age 18 to 23 as an international student.
After graduating from a public high school in Japan,
I enrolled in a small university in North Carolina on the East Coast.
I struggled immensely with classes taught in English and,
by the end of my first semester, was placed on academic probation.
After narrowly avoiding expulsion the following semester,
I eventually transferred and, five years later,
graduated from the University of California, Los Angeles (UCLA) with a degree in Economics.
That five-year study abroad journey was far from comfortable; it was a challenging path.
The Invaluable Opportunity of Cultural Exchange
However, those five years of study abroad gave me countless,
invaluable learning opportunities.
This experience is why I believe the option of studying abroad must never be lost to the people of Japan.
I believe that “being exposed to a different culture” offers immense opportunities for discovery for everyone.
It shows you that different ways of thinking and values exist.
People are inherently different, and yet, they can still become friends.
This is an experience I want many people to share.
Furthermore, developing your own way of interacting with different cultures
through these exchanges is an effective way to become the kind of highly communicative individual
that companies are consistently seeking in today’s global economy.
A Call for Cooperation
We would be delighted if you could view the acceptance of international students from this perspective
—as a truly meaningful and beneficial opportunity.
We know that schools, host families, and community members will face various challenges.
However, we sincerely ask that you embrace this opportunity and make it a time filled with wonderful memories alongside the students who come to Japan.
If there is anything our association can do to help make the students’ stay better,
please do not hesitate to contact our staff.
Young people from different cultures, filled with great hope and a little bit of anxiety,
are arriving with their suitcases.
We sincerely ask for your cooperation in welcoming them.
